The ICEL and the School of Law in Queen’s University Belfast are delighted to announce a seminar series on the Brexit Withdrawal Agreement and the EU-UK Trade and Cooperation Agreement, which is taking place from 23 March 2021 to 31 March 2021, and will be chaired by Professor Christopher McCrudden of Queen’s University Belfast.

Tickets for the seminar series are available to non-members for €70 here, to members for €50 here, and to pupil barristers and trainee solicitors for €50 here. Tickets for each individual seminar are available to members for €20 and to non-members for €30, as indicated below.

The first seminar in the series is entitled “The Architecture of Withdrawal” and will  address the relationship of the various measures of UK and EU withdrawal legislation and the status of existing and previous EU law and the continuing role of the CJEU. It will also consider the status of the various agreements in Irish law. The seminar will take place on Tuesday 23 March 2021 from 1 pm until 2pm.

The second seminar in the series will address “the relationship between the Withdrawal Agreement, the Ireland/Northern Ireland Protocol, and the Trade and Cooperation Agreement,” including the interaction between them and the extent to which they have direct effect. The seminar will take place on Wednesday 24 March 2021 from 1pm until 2pm.

The third seminar in the series will address “The Safeguard Provisions under the Withdrawal Agreement, the Ireland-Northern Protocol, and the Trade and Cooperation Agreement,” including both EU law and public international law perspectives. The seminar will take place on Thursday 25 March 2021 from 1pm to until 2pm.

The fourth seminar in the series will address “The Constitutional Status of UK Legislation Implementing the Withdrawal Agreement/Protocol,” including whether the Withdrawal Acts are “constitutional statutes” and considering the different methods of domestic implementation of the agreements and their implications in Northern Ireland. The seminar will take place on Friday 26 March 2021 from 1pm to 2pm. Speakers at the seminar will include:

The fifth seminar will address “Extradition and Private International Law in the Withdrawal Agreement and the Trade and Cooperation Agreement,” including how the Withdrawal Agreement and the Trade and Cooperation Agreement might impact upon police and judicial cooperation between the UK and Ireland and the impact of the TCA on previously existing private international law rules. The seminar will take place on Monday 29 March 2021 from 1 pm to 2 pm. Speakers at this event will include:

The sixth seminar will address “Public Procurement, State Aid, and Competition Law on the Island of Ireland after the Withdrawal Agreement and the Trade and Cooperation Agreement,” including the effect on existing rules relating to public contracting in the UK, and issues concerning state aid. The seminar will take place on Tuesday 30 March 2021 from 1pm to 2pm. Speakers will include:

The seventh and final seminar will address “The New Human Rights and Equality Architecture,” including Article 2 of the Protocol and the non-diminution of rights principle, the provsions on the ECHR in the Trade and Cooperation Agreement, the role of the Charter of Fundamental Rights, and the level playing field provisions of the Trade and Cooperation Agreement. The seminar will take place on Wednesday 31 March 2021 from 1 pm to 2pm. Speakers will include:

  • Lord Justice McCloskey, Court of Appeal of Northern Ireland.
